Video/multimedia editing programs for a budget, on PC?

A workshop student of mine is looking for suggestions on software options for her high school work. Newspaper/yearbook website, that sort of thing. But, it has to be for the PC, not MAC, and cost is definitely an issue.
While I haven't used it, my gut tells me that Adobe Premiere Elements (100 bucks on sale) might be a nice option. Any others to recommend?
She's used FCP 7 for video/stills/sound, so Soundslides would be a bit rudimentary.
Please post here, I'll direct her here to read responses.

->> What is her budget? Personally, I would swallow the cost of the student discounted version of Production Premium CS5 ($380ish)
It comes with Photoshop, illustrator, premier pro, after affects, adobe flash professional, encore, soundbooth, and more.
That would be the most flexible option, although it will not be the cheapest option. It would have anything and everything she would need for still, video, and audio.
