->> Is anyone familiar with the quality of light at Lucas Oil Stadium in Indianapolis? Is the light suffcient to shoot with a 600 F4 at decent shutter speeds?

->> Although I have never used that glass at Lucas myself, I do know that with the retractable roof at that stadium weather and time-of-day play a big part on the quality of light available on the field. If you're asking in reference to the upcoming Colts v. Packers game, it's an 8 p.m. start. In which case I don't believe that there will be any direct light falling on the field.

Worst-case scenario—if shooting with the stadium lights only, I would think you'll have little to no issues making images with the ƒ4. But, I like to ride the line on that anyway.

"NFL rules for roof opening -- home team determines if roof is to be opened or closed 90 minutes before kickoff (except if precipitation is within the vicinity of LOS, temperature is below 42 degrees, or wind gusts are greater than 40 mph, then roof is automatically closed). It remains open unless there are hazardous conditions (lightning, severe winds, precipitation, low temperatures, etc.) Once closed, the roof may not be reopened." — from lucasoilstadium.com

->> The light at Lucas Oil Stadium is sufficient to use an f/4 lens. I've seen several folks using f/4 glass recently, especially since the D3/1DIV bodies came along. When the roof is open on a sunny day for a 1 p.m. start, it's not a bad idea to use a 600 f/4 anyway, especially if you're shooting from the visiting sideline, and anyone not with the Colts, AP, Indy Star or SI very likely is.
