The Name choice ...flakes could be somewhat unfortunate for doing business in the US :-) |

I wouldn't necessarily say that they are all scams -- some of them have been legitimate attempts to leverage the aggregation of photographers. Some of these ideas are clearly in nascent stages, so the fact that there's no website might not mean much one way or another.
I think the question to ask beyond the mechanics of commission is "how do you intend to market this?" There are so many websites and so many photographers, and obviously they can't all be winners and successfully differentiate themselves from the rest of the noise.
Sites like 20x200.com have bucked the mold for their style of art & photography. But that site had the name and marketing prowess of a gallery owner behind it.
The success of any new business venture is 90% dependent on its ability to successfully identify and convert an audience for its products and services. In my opinion, it would be very difficult for a company that's not in this country to gain significant traction.

We have run an on-demand printing community in Germany (mygall.net) now very successfully for 3 years, where artists, photographers and other creatives earn commissions when customers order art prints with the artist´s or photographer´s content. mygall.net was founded in 2007 and is continually growing.
Now we have started a second platform that focuses the premium market:

ARTFLAKES has been launched in October 2010. We received an investment by IBB Beteiligungsgesellschaft, a 100% daughter company of a state-owned investment bank, for expanding both nationally and Europe-wide. For the expansion we are searching for institutional content partners like photo agencies, museums and professional photographers.
Partners already aboard are: sueddeutsche.de Photo Collection (one of the biggest German Newspapers in Germany), Bridgeman Art, Lonely Planet Images, The Granger Collection, AWL Images, Terraproject Partners, etc. Soon to come are for example National Geographic and AP. The German market is extremely interesting, as it is one of the biggest markets worldwide.
There are 2 ways for a cooperation:
1. Smaller Partners: up to 1.000 pictures: you would get an own login, so you could upload and manage the pictures yourself to our system: here we would suggest only taking the best shots.
2. Bigger Partners: >1.000 pictures (metadata included, pictures should be from the topic and the quality suitable for art prints): you would
send us a hard drive with the images & metadata.
