I searched, but couldn't seem to find it. It seems as though rules have been relaxed on shooting outside in public in and around federal buildings. This seems to be a positive move. We've always been allowed to photograph Federal buildings. This directive is just an attempt to get that information into the hands of some members of law enforcement who were, very understandably, mislead by an earlier DHS memo that cause a lot of confusion in law enforecment/security circles...
