102-74.420 What is the policy concerning photographs for news, advertising or commercial purposes?

Except where security regulations, rules, orders, or directives apply or a Federal court order or rule prohibits it, persons entering in or on Federal property may take photographs of—

(a) Space occupied by a tenant agency for non-commercial purposes only with the permission of the occupying agency concerned;

(b) Space occupied by a tenant agency for commercial purposes only with written permission of an authorized official of the occupying agency concerned; and

(c) Building entrances, lobbies, foyers, corridors, or auditoriums for news purposes.

By this, am I to understand that, if I am filming or photographing on Federal property strictly for personal use and NOT for "news purposes," I need permission from "the occupying agency concerned?" Also, who decides what "news purposes" are?

In short, YES!!

Because it's so overt, it works!!

Nobody pays attention to a Dorky guy with a Hawaiian Shirt, Plaid Shorts and Flip Flops taking pictures in Midtown Manhattan!! If I was casing a joint I would blend in and do it in the open!!

The guys wanting to blow up the Lincoln Tunnel weren't covert when they were taking pics!! That only happens in the movies, not in real life.

->> I was standing on a downtown public sidewalk(not on the property at all) taking a picture of the federal building to check my exposure and some manlet with a gun telling me I couldn't take a picture. I wanted to cram that camera down his throat just to shut him up.
