imaging questions in photoshop

->> This may be a really basic obvious question, but would anyone be able to explain in layman's terms why some photos look perfectly sharp at 50% in photoshop (which is the part I don't get), but don't at other levels? There's the 'condensed' look at 25%, 33%, and the imperfections of not being crisp at the 75% and 100% levels (and even I get those parts). I'm trying to understand it all, esp when papers print what I send and the photos (all sent at the size they specify and are sharp and crisp) either will take on that condensed look or look perfectly sharp like the ones I sent in. The sizing looks the same in print/web pages, but distortion is there (like it was condensed) or not there. Any positive constructive comments are appreciated :)

->> For quick previews it uses nearest-neighbor downsampling, which works better at 50%, 25%, 12.5%, etc. Arbitrary sizes, along with 33.3% and 16.7% tend to be rougher because it's not a 1:1 translation. Everyone is used to it, don't worry about it.
