Is a release needed?

->> If this topic has been addressed previously then I do sincerely apologize. I just received an email from a client wanting to use images from last years event to promote this years. As the event (a pet parade) was in the public eye, obviously we did not obtain releases from everyone there. The client wants to make sure they are on firm legal ground in using the images. I Believe they are, but as I am not an attorney, I thought I would solicit the opinion of others who may have encountered this situation. Any help or references to pertinent info are greatly appreciated.

Did this event from last year require an entry or registration form? And did the form include a release? Your answer may lie there. Otherwise, I'm not going to pretend to be an expert.
