Apple didn't announce anything. These are claims by individuals that haven't been backed up by anything. We have no idea whether they are true, and Apple hasn't responded to questions about it (so far as I was able to tell by following the story.) Not an apologist for Apple here. If they're actually doing what these people say, then it seems like a crappy way to get out of performing warranty service.
