This thing doesn't seem to be going away and if it does end up being passed, you had better be prepared. Start working on a meta data work flow now!
I hope that orphan works does not pass, but only time will tell. |

You can add it all you want, but it can be easily removed by whoever wants to use an image without licensing it.
For example, all the files posted on our site are fully captioned, right-click protected and watermarked, yet two images were cropped to remove the watermark, the metadata erased and then used uncredited on a popular lacrosse site. Thanks to a google analytics report I happened upon the two images used with an pre-season report. |
