Copyright Office Fees Set to Change on August 1
The Copyright Office has submitted to Congress a proposed new fee schedule that will go into effect on August 1 unless Congress rejects the schedule. The fee for registration of a basic claim to copyright filed electronically will remain $35. Filing on a Form CO, which is filled out online, printed with 2D barcodes that contain the information from the application, and mailed to the Office, will increase to $50. Filing on traditional paper forms without barcodes will be $65 to reflect the higher cost to the Office of processing these forms. The $65 fee will apply likewise to paper filings of applications for group registration for database updates, contributions to periodicals, and published photographs. (Read further information.)

Can a group registration be done "online"?
I have always done mine via the paper form and a CD's / DVD's of the images. Filing online with a large group of photos could be time consuming.
If not it looks like the fees for this will increase by almost 100% if this is approved. A letter to our congess-person might help keep this from being approved if they hear from enough of us. |

->> Allen-
You can do everything online for the application and then either submit the reference materials by uploading digitally or by mailing in a DVD or CD. |

->> Thanks Harrison:
Hopefully they will continue to accept them (the images) via mail. Trying to submit a years worth of images online would get to be a challenge. |

->> You can still use the online system to register the copyright even if you need to separately mail the deposit materials. In fact, the online system has a handy feature as it will even print the shipping labels and tracking information so that the physical deposit materials (probably CDROMs or DVDs if you're talking about many images) will be properly associated with the application when they finally arrive at the copyright office.
The fee increase is intended to discourage the submission of paper applications--which are more costly to process than the electronic submissions.
If you haven't already registered for the eCO system, you should. It also allows you to create a template with all of your basic information, and then you can use that template again and again with each registration. It really cuts down on the amount of time needed to complete an application. |

->> Let us hope they use a portion of the fee increase to improve the online system. It has to rank as one of the two or three worst online systems I've ever used. It's not intuitive, it's functionality isn't restrictive but if you for what ever reason have to stop or your connection is terminated in the middle the site gives you no way to tell them you are done uploading (or may the unitutive nature just prevents me from finding the "done" button.
The time out feature is about 6 hours too short to helpful unless you are just submitting one image and have resized it to a postage stamp and compressed it beyond recognition.
Yes, I use it but it really needs to be recompiled.
Rant over.
Allen, thanks for the heads up. |
