Keshawn LaMott, 3, walks outside his dilapidated Browning, Mont. home, which is in dire need of repair. Keshawn’s mother, Candice, blames the Blackfeet Housing Authority of the Blackfeet Nation for not keeping the house in good repair, which she thought was a requirement in her rent-to-own agreement. LaMott is one of many plaintiffs who are suing the housing authority and its federal counterpart, Housing and Urban Development, because of the lack of repairs and because many of the residents have developed health problems that they attribute to the materials used in the homes’ construction.
