It still raises the question - Why would someone move and/or use this image?

->> Yup, from the angle of the shadows someone else's strobe went off while the shooter's slow shutter was open exposing both strobe shots. Probably was a bit blown-out for both photogs.

Why did they turn it in or run it? Because the expression on both were probably the best from the birthday party where lots of strobes were probably going off and they may have been turned elsewhere for other frames. Sometimes when you're cranking out stuff quickly on a daily basis you make decisions that folks won't like.

Yeah, King's mouth really looks bad in this shot and the caption should have probably said something noting the slow shutter speed double flash exposure. Maybe the original did.

The funny part is, when you drag the shutter and end up with something like this it looks bad and is chastised. When you drag the shutter and end up with a beautiful photo it's praised. Both photos skew reality via shutter drag possibly to the same degree.
