Worst case scenario, he negotiated these rights after the creation of the image. As you correctly assume, I own all rights to my inauguration image. I was credentialed through Corbis and they are handling commercial and editorial licensing of both the GigaPan photo as well as my traditional images from the event. The file I provided to them is "only" 100 megs, but I can supply a bigger version on a case-by-case basis if it's needed for publication.
