That's not odd in the real world.
Worst case scenario, he negotiated these rights after the creation of the image. Best case scenario, it was all negotiated before he agreed to allow Corbis to distribute his images.

As you correctly assume, I own all rights to my inauguration image. I was credentialed through Corbis and they are handling commercial and editorial licensing of both the GigaPan photo as well as my traditional images from the event.
The file I provided to them is "only" 100 megs, but I can supply a bigger version on a case-by-case basis if it's needed for publication.
