Here's an action I downloaded last year from Adobe's site:

The easiest way would be after opening your image select Image-Adjustments-Hue/Saturation, click the box for colorize and use the Hue slider to adjust the tones of the image. you can adjust the saturation and lightness as well.

->> Although it's not quite sepia, I think the best way to tone b&w images is to use the duotone feature in Photoshop. It's a terriffic tool, and has a lot of control w/ toning.

Another way is in PS CS just go to the photo filter (under image and then adjustments) and select sepia from the dropdown menu. It has a slider for density.

->> My method is to covert to greyscale, then back to RGB. You can then use curves to add reds and yellows to get the look you like.
