The balloon envelope was inflated with a powerful fan to allow people to walk inside. The balloon was on display as part of the 17th Annual Kiwanis Hot Air Balloon Show, which was presented in conjunction with the Valparaiso Popcorn Festival. High winds and low cloud ceilings on all three days of the balloon show prevented all but a tethered balloon from launching.
