Staying Afloat
In early 2001, U.S. shrimp fishermen on the Gulf and South Atlantic coasts saw dockside prices plummet, and their already fragile livings threatening to wash away in a tidal wave of low-priced imports from Asia and South America. Some clung desperately to their traditional way of life, as they prepared to file a trade action seeking tariffs that would -- they hoped -- correct the market issues and bring prices back up enough to make their harsh work worthwhile.
